JUNE 18, 2013 — TWENTYFIFTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, June 18, 2013 at 10:00 a.m.  Board members present were Clausen, Monson, Smith, Boykin, and Tripp.  Staff members present were Karen James, Board Administrative Coordinator, Dennis Butler, Finance/Operations Controller, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented.  Copy filed.

The meeting was called to order.

Motion by Monson second by Boykin to approve the minutes of the 6/11/2013 Board meeting.  Carried 5-0.  Copy filed.

Motion by Boykin second by Monson to approve the appointment of Octavia Flores, P/T Youth Worker, Juvenile Detention Dept., effective 06/19/13, $16.52/hour. Job Vacancy Posted:  4-3-13 Entry Level Salary:  $16.52/hour.; the reclassification of Bryan Maron, Maintenance Worker, Building Services Dept., effective 7/01/13, $18.81/hour, 10.5%=%1.79/hour. Per AFSCME Courthouse Contract agreement, from Grade 2/Step 5 to Grade 3/Step 5.; the reclassification of Steven Koetters, Maintenance Painter, Building Services Dept., effective 7/1/13, $16.99/hour, 7%=$1.14/hour. APPROVING PETITION OF SUSPENSION

OF TAXES THROUGH THE REDEMPTION PROCESS

WHEREAS, Amy King as joint titleholder of a property located at 2220 W. 6th St., Sioux City, Woodbury County, Iowa, and legally described as follows:

HORNICKS 3RD W 1/2 LOT 6 & LOT 7 BLK 37                                                                                                                                                                    WHEREAS, Amy King, as joint titleholder of the aforementioned property has petitioned the Board of Supervisors for a suspension of taxes pursuant to the 1999 Iowa Code Section 447.9(3) and,

WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby directs the County Auditor to redeem the property Parcel #894730208001 owned by the petitioner from the holder of a certificate of purchase of the amount necessary to redeem under section 447.1, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this parcel.

Supervisor Boykin excused himself for the duration of the next item on the agenda.

Motion by Smith second by Tripp to approve and authorize the Chairperson and Woodbury County Social Service to sign the Memorandum of Understanding for Mental Health Components of Safe School/Healthy Students Initiative, per recommendation of Patty Erickson-Puttmenn, Social Services Coordinator.  Carried 4-0.  Copy filed.

Motion by Tripp second by Boykin to approve and authorize the Chairperson to sign a Permit to Work in the County Right of Way for Andrie II L.L.C. on Lakeport Road, Sergeant Bluff, per recommendation of Mark Nahra, County Engineer.  Carried 5-0.   Copy filed.

NOW, THEREFORE, IT IS HEREBY RESOLVED by the Woodbury County Board of Supervisors as the governing body of the Bennett-McDonald Drainage District, that a special tax and/or assessment in the sum of $  1,000   be levied against all the tracts of land, lots, railroad companies and public highways within said Drainage District, same to be in the same ratio and upon the same classification as heretofore established, adopted and confirmed.

Motion by Boykin second by Monson to approve Change Order request for Woodbury County Jail Alterations and Security Upgrades-Phase 1, per recommendation of Regina Smith, RML Architects.  Carried 4-0; Tripp abstained.  Copy filed.

Motion by Boykin second by Monson to make a $75,000 Financial Contribution to support the Children’s Museum of Siouxland Project over a three year period from Riverboat Funds.  Carried 3-2; Tripp and Clausen opposed.

There was a discussion on the possibility of CIRAS (Center for Industrial Research and Service) and the county sharing resources for rural economic development.

The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.

Jim Marshall, 4201 Denise Court, Sioux City discussed the issue of extra duty for sheriff deputies with the Board.

Motion by Smith second by Tripp to go into closed session per Iowa Code Section 21.5(1)(a).  Carried 5-0 on a roll-call vote.

Motion by Monson  second by Boykin to go out of closed session per Iowa Code Section 21.5(1)(a).  Carried 5-0 on a roll-call vote.
