court7.jpgThe Woodbury County Board of Supervisors is comprised of five elected officials, with an administrative staff consisting of a Board Administrative Coordinator and an Executive Secretary / Public Bidder.

The functions of the Board of Supervisors are varied and its authority embraces practically every aspect of County Government. Although these functions are primarily administrative in nature, the board exercises power characteristic of each of the three branches of government: executive, legislative, and judicial. For example, the Board fills vacancies in county offices by appointing successors, fixes rules relating to the use of county buildings and grounds, and determines the disposition of claims against the county. The board acts as a general business manager for the county government, plays a major role in matters of county taxation and finance, and is the governmental authority responsible for the construction and maintenance of the county road system. In some areas the duties of the board are nominal, while others are extensive.

JUNE 19, 2012 — TWENTY-FIFTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, June 19, 2012 at 10:00 a.m.  Board members present were Monson, Tripp, Clausen, Boykin, and Smith.  Staff members present were Karen James, Board Administrative Coordinator and Patrick F. Gill, Auditor/Clerk to the Board. 

The Claims were approved as presented.  Copy filed.

The meeting was called to order.

Motion by Monson second by Tripp to approve the minutes of the 06/12/2012 Board meeting.  Carried 5-0.  Copy filed.

The Board approved the promotion of Timothy Lake, Lead Custodian, Building Services Dept., effective 06-11-12, $14.35/hour, 10%/$1.30/hour.  Per AFSCME Courthouse Contract agreement, from Grade 1/Step 2 to Grade 2/Step 3.  Copy filed.

The Board approved the promotion of Todd Wieck, Appointed Percentage Second Deputy, County Sheriff Dept., effective 06-25-12, $75,960/year, 25%/$15,324/year.  Per County Sheriff, from Deputy Sergeant to a Percentage 2nd Deputy.  Copy filed.

The Board approved the other of Lisa Robinson, F/T Clerk II, Veteran Affairs Dept., $14.38/hour, effective 07-01-12, 0%=Current Wage.  Per Wage Plan, scheduled hours change form Part-time to Fulltime status.  Copy filed.

The Board approved the reclassification of David Junge, Civilian Jailer, County Sheriff Dept., effective 07-08-12, $21.74/hour, 10%=$2.06/hour.  Per CWA Civilian Officer Contract agreement, from Senior Class to Master Class.
 
Motion by Monson second by Boykin to approve and authorize the Chairperson to sign an “Authorization to Initiate Hiring Process” for Custodian, Building Services Dept., AFSCME Courthouse:  Grade 1/Step 1 to Step 3 Range: $12.45 to $13.72/hr., Deputy Sergeant, County Sheriff Dept., CWA Deputy Sheriff:  $29.04/hour.  Carried 5-0.  Copy filed.

Motion by Monson second by Tripp to approve and authorize the Chairperson to sign a Resolution on Interdepartmental Transfer of Appropriations for FY 2012, per recommendation of Dennis Butler, Board Adminstration.  Carried 5-0.

Whereas, it is desired to authorize the Finance/Budget Manager to transfer the following appropriations

Whereas such transfers must be in accordance with Section 331.434 Code of Iowa,

June 22nd, 2012

Motion by Monson second by Boykin to approve the preliminary platting for the Re-platting of Lot 5 of Bollmeyer’s First Addition ( a Major Subdivision), and forward it to the Zoning Commission for public hearing and recommendations.  Carried 5-0.

Motion by Boykin second by Clausen to approve plans for Project Number BROS-CO97(100)—8J-97, 290th Street Bridge over Wolf Creek, per recommendation of Mark Nahra, County Engineer.  Carried 5-0. 
      
Motion by Monson second by Boykin to implement a waiting list for Mental Health Services, per recommendation of Patty Erickson Puttman, Social Services Coordinator.  Carried 5-0.

The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.

The Board adjourned the regular meeting until June 26, 2012.
