JUNE 05, 2012 — FIFTEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS The Board of Supervisors met on Tuesday, June 05, 2012 at 10:00 a.m. Board members present were Monson, Tripp, Clausen, and Smith; Boykin was absent. Staff members present were Karen James, Board Administrative Coordinator, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board. The meeting was called to order. Motion by Monson second by Tripp to approve the minutes of the 05/29/2012 Board meeting. Carried 4-0. Copy filed. The Board approved the reclassification of Steven Holden, Maintenance Technician, Building Services Dept., effective 06-06-12, $15.89/hour, 10.7%/$1.54/hour. Per AFSCME Courthouse Contract agreement, from Grade 2/Step 3 to Grade 4/Step 2. Copy filed. Motion by Monson second by Tripp to approve and authorize the Chairperson to sign a Resolution in support of the Milwaukee Railroad Shops Historic District Preservation Project. Carried 4-0. RESOLUTION OF THE BOARD OF SUPERVISORS WHEREAS, the Woodbury County Board of Supervisors supports the need for this project to redevelop the former rail yard and Big Sioux riverfront with cultural, recreational and entertainment changes that includes a recreational trail system to link the Milwaukee Railroad Shops Historic District with the Dorothy Pecaut Nature Center and Stone State Park; and WHEREAS, such proposed riverfront development and an expanded recreational trail network will benefit all residents of Sioux City and the surrounding rural areas and small communities within Woodbury County through new and expanded recreational and heritage education opportunities, and WHEREAS, the Siouxland Historical Railroad Association has successfully secured federal and state grants along with local funding to carry out the project’s scope work; and is submitting an application for a Vision Iowa program grant award to supplement funds already secured; and WHEREAS, the Vision Iowa Board of Directors requires county governments to provide a direct financial contribution to Vision Iowa-eligible projects located within its jurisdiction as part of the project’s total funding mix; and the Siouxland Historical Railroad Association will not be able to complete their preservation and redevelopment of the Milwaukee Railroad Shops Historic District without the aid of a Vision Iowa program grant; and NOW, THEREFORE IT BE RESOLVED BY THE BOARD OF SUPERVISORS THAT WOODBURY COUNTY does hereby demonstrate its full support for the Milwaukee Railroad Shops Historic District Preservation Project with a financial contribution of $5,000 to the proposed historic district and Big Sioux riverfront improvements. Woodbury County’s financial commitment to this project is contingent upon the successful award of a Vision Iowa program grant. Dated this 5th day of May 2012. Motion by Clausen second by Monson to approve the recommendation of Building Services to accept the bid of Fashion Floors for a total of $94,421.00 to install carpet in the Clerk of Courts, Jail Administration in LEC, Motor Vehicle, Second Floor Juvenile Court/Courtrooms, Juvenile Court Services, and Juvenile Court Classrooms in Trosper Hoyt. Carried 4-0. Motion by Tripp second by Monson to approve the recommendation of Building Services to contract with Van Osdel for a total of $17,738.00 to Fireproof the ceiling in the Sub-Basement of the Courthouse. Carried 4-0. Motion by Monson second by Tripp to approve recommendation of Building Services to contract with Solid The Board discussed the status of CIP Projects with Dennis Butler and Marl Elgert. The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns. Motion by Clausen second by Monson to uphold the General Relief decision regarding Niyokie Williams. Carried 4-0. Motion by Tripp second by Clausen to uphold the General Relief decision regarding Karlene Haines. Carried 4-0. The Board adjourned the regular meeting until June 12, 2012. |
