MAY 29, 2012 — FOURTEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS The Board of Supervisors met on Tuesday, May 29, 2012 at 10:00 a.m. Board members present were Monson, Tripp, Boykin, Clausen, and Smith. Staff members present were Heather Satterwhite, Public Bidder, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board. The meeting was called to order. Motion by Monson second by Tripp to approve the minutes of the 05/22/2012 Board meeting. Carried 5-0. Copy filed. The Board approved the reclassification of Steven Koetters, Maintenance Painter, Building Services Dept., effective 06-09-12, $15.28/hour, 6.5%/$.93/hour. Per AFSCME Courthouse Contract agreement, from Grade 2/Step 3 to Grade 2/Step 4. Copy filed. Motion by Monson second by Tripp to re-refer travel policy to Human Resources for another draft. Carried 5-0. Motion by Monson second by Tripp to approve and receive for signatures a Resolution thanking and commending retiring County employee Robert Aspleaf for his years of service to the County. Carried 5-0. WOODBURY COUNTY, IOWA WHEREAS, Robert Aspleaf has capably served Woodbury County as an employee of the Woodbury County Sheriff’s Department for 27 years from March 19, 1985 to June 22, 2012; and WHEREAS, the service given by Robert Aspleaf as a Woodbury County employee, has been characterized by his dedication to the best interests of the citizens of Woodbury County; and NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends Robert Aspleaf for his years of service to Woodbury County; and BE IT FURTHER RESOLVED that it is the wish of all those signing below that the future hold only the best for this very deserving person, Robert Aspleaf. BE IT SO RESOLVED this 29th day of May, 2012. Motion by Monson second by Boykin to approve and receive for signatures a Resolution thanking and commending retiring County employee Robert Neustrom for his years of service to the County. Motion by Clausen second by Monson to approve a 12-month Cigarette/Tobacco Permit, for Heritage Express, 1501 330th Street, Sloan, Iowa, effective 7/1/2012 through 6/30/2013. Carried 5-0. Copy filed. Motion by Tripp second by Clausen to approve and authorize the Chairman to sign a Resolution approving tax abatement for Tonya Hanika, Parcel #9712457, Sioux City. Carried 5-0. WOODBURY COUNTY, IOWA WHEREAS, Tonya L. Hanika is the titleholder of a mobile home located in Woodbury County, Iowa. WHEREAS, the abovestated mobile home has taxes payable for 2009-10, 2010-11 and 2011-12, and the mobile home is owned by Tonya L. Hanika WHEREAS, these taxes are uncollectable or impractical to purse collection through personal judgment or tax sale WHEREAS, the Board of Supervisors sees that good cause exists for the abatement of these taxes; and NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby abates the taxes owing on the above mobile home according to Code of Iowa, 435.25 and hereby directs the Woodbury County Treasurer to abate these aforementioned taxes from the tax records. SO RESOLVED this 29th day of May, 2012. Motion by Boykin second by Tripp to approve change of order #1 for Courthouse Restoration. Carried 5-0; copy filed. Motion by Clausen second by Boykin to approve change of order #2 for Courthouse Restoration. Carried 5-0; copy filed. A public hearing was held at 10:15 a.m. regarding the Budget Amendment #4 FY 2012. The Chairperson called on anyone wishing to be heard. Motion by Tripp second by Monson to close the public hearing. Carried 5-0 Motion by Boykin second by Clausen to approve and authorize the Chairperson to sign Budget Amendment #4 FY 2012. Carried 4-1; Tripp opposed. A public hearing was held at 10:20 a.m. for the sale of property parcel #407625 (3422 Grandview Blvd, Sioux City). The Chairman called on anyone wishing to be heard. By City of Sioux City______in the sum of Six Dollars & 00/100 ($6.00)-----------------------------------------------------dollars. For the following described real estate, To Wit: Now and included in and forming a part of the City of Sioux City, Iowa, the same is hereby accepted: said BE IT RESOLVED that payment is due by close of business on the day of passage of this resolution or this sale is null and void and this resolution shall be rescinded. BE IT RESOLVED that per Code of Iowa Section 569.8(3 & 4), a parcel the County holds by tax deed shall not be assessed or taxed until transferred and upon transfer of a parcel so acquired gives the purchaser free title as to previously levied or set taxes. Therefore, the County Treasurer is requested to abate any taxes previously levied or set on this parcel(s). BE IT FURTHER RESOLVED that the Chairman of this Board be and he is hereby authorized to execute a Quit Claim Deed for the said premises to the said purchaser. SO DATED this 29th Day of May, 2012. For the following described real estate, To Wit: Now and included in and forming a part of the City of Sioux City, Iowa, the same is hereby accepted: said BE IT RESOLVED that payment is due by close of business on the day of passage of this resolution or this sale is null and void and this resolution shall be rescinded. BE IT RESOLVED that per Code of Iowa Section 569.8(3 & 4), a parcel the County holds by tax deed shall not be assessed or taxed until transferred and upon transfer of a parcel so acquired gives the purchaser free title as to previously levied or set taxes. Motion by Clausen second by Boykin to approve and authorize the Chairman to sign a Resolution setting the public hearing and sale date for Parcel #245985, 1618 Nebraska St., Sioux City. Carried 5-0. RESOLUTION # 10,919 The North Fifty (50) feet of the South One Hundred (100) feet of Lot One (1), Block Eleven (11), Higman’s Addition to Sioux city, Woodbury County, State of Iowa NOW THEREFORE, 1. That a public hearing on the aforesaid proposal shall be held on Motion by Boykin second by Tripp to award the bid for Project Number FM-Co97(55)—97, Reinforced Concrete Box Culvert Replacement on County Road K64 South of Moville. Carried 5-0. Motion by Boykin second by Monson to approve recommendation to Contract with Suter for New Air Handler in Motor Vehicle Area. Carried 5-0. Motion by Monson second by Boykin to receive bids on Fireproofing Roof in Sub-Basement of Courthouse and to refer to Building Services for review and recommendation. Carried 5-0. Motion by Clausen second by Monson to refer bids on Carpeting as a group the Clerk of courts Office in LEC, jail Administration, Moto Vehicle Area, Second Floor Juvenile Court/Courtrooms, Juvenile Court Services Area and Juvenile Court Classroom in Trosper-Hoyt to Building Services for review and recommendation. Carried 5-0. Motion by Tripp second by Monson to postpone action on Weather Strip Domes in entrances of LEC. Carried 5-0. Motion by Tripp second by Boykin to postpone action to replace Controls for Computer to run temperatures in Courthouse and work on the Air Handlers and controls for the LEC. Carried 5-0. Motion by Clausen second by Monson to refer bids on Remolding the Passenger Elevator in Trosper-Hoyt to Building Services for review and recommendation. Carried 5-0. Motion by Monson second by Tripp to approve the subcontract with a consultant for services to finish the County’s Local Multi-Jurisdictional Hazard Mitigation Plan per recommendation of Dwight Lang, SIMPCO. Carried 5-0. The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns. Motion by Clausen second by Monson to accept the resignation of Frank Gray from Woodbury County Conservation Board. Carried 5-0. Tour of Social Services: Courthouse Basement, 5th Floor Courthouse, and County Building on Tri-View Ave. The Board adjourned the regular meeting until June 5, 2012. |
