The Woodbury County Board of Supervisors is comprised of five elected officials, with an administrative staff consisting of a Board Administrative Coordinator and an Executive Secretary / Public Bidder.
The functions of the Board of Supervisors are varied and its authority embraces practically every aspect of County Government. Although these functions are primarily administrative in nature, the board exercises power characteristic of each of the three branches of government: executive, legislative, and judicial. For example, the Board fills vacancies in county offices by appointing successors, fixes rules relating to the use of county buildings and grounds, and determines the disposition of claims against the county. The board acts as a general business manager for the county government, plays a major role in matters of county taxation and finance, and is the governmental authority responsible for the construction and maintenance of the county road system. In some areas the duties of the board are nominal, while others are extensive.

MAY 01, 2012 — EIGHTEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS The Board of Supervisors met on Tuesday, May 01, 2012 at 10:00 a.m. Board members present were Monson, Tripp, Boykin, Clausen, and Smith. Staff members present were Karen James, Board Administrative Coordinator, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board. The Claims were approved as presented. Copy filed. The meeting was called to order. Motion by Monson second by Boykin to approve the minutes of the 04/24/2012 Board meeting. Carried 5-0. Copy filed. The Board approved the separation of Steven Dicks, Temporary Equipment Operator, Secondary Roads Dept., effective 04-13-12. End of Temporary Work. Copy filed. The Board approved the separation of Marvin Flewelling, Temporary Equipment Operator, Secondary Roads Dept., effective 04-13-12. End of Temporary Work. Copy filed. The Board approved the separation of Scott Shumansky, Temporary Equipment Operator, Secondary Roads Dept., effective 04-13-12. End of Temporary Work. Copy filed. Motion by Boykin second by Clausen to approve and authorize the Chairperson to sign an “Authorization to Initiate Hiring Process” for Civilian Jailer, County Sheriff Dept., CWA Civilian Officer: $16.32/hour and for Temporary Intern, Social Services Dept., Wage Plan: $10.00/hour . Carried 5-0. Copy filed. Motion by Monson second by Boykin to take action on Siouxland Human Investment Partnership (SHIP) Grant per recommendation of Doug Boetger, County Sheriff Office. Carried 5-0. A public hearing was held at 10:15 a.m. regarding the Budget Amendment #3 FY 2012. The Chairperson called on anyone wishing to be heard. Motion by Boykin second by Clausen to close the hearing. Carried 5-0. Motion by Monson second by Boykin to approve the amended Budget Amendment #3FY 2012. Carried 5-0. Copy filed. Motion by Clausen second by Tripp to approve setting the public hearing date for a Budget Amendment #4 for FY 2012 on May 29, 2012 at 10:15 a.m. Carried5-0. Patty Erickson-Puttman, Social Services gave an update on Mental Health Redesign. Bid letting was held at 10:25 a.m. for Motor Grader and Dump Truck for Secondary Roads Dept.
