MAY 17, 2011 — NINETEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, May 17, 2011 at 10:00 a.m.  Board members present were Boykin, Monson, Clausen, Smith, and Tripp.  Staff members present were:  Karen James, Board Administrative Coordinator, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented.  Copy filed.

The meeting was called to order.
 
Motion by Smith second by Clausen to approve the minutes of the May 10, 2011 Board meeting.  Carried 4-0; Tripp abstained.  Copy filed.

The Board approved the Reclassification of David L. Tripp, Civilian Jailer, County Sheriff Dept., $21.41/hour, 10%=$2.03/hr., effective 06/03/2011.  Per CWA Civilian Officers Contract Agreement, from Sr. Class to Master Class.  Copy filed.

The Board approved the Reclassification of Jennifer L. Kvidera, Case Manager, Social Services Dept., $44,006/year, 8.6%=$3,486/yr, effective 06/13/2011.  Per Wage Matrix, 6 yr. Salary Increase.  Copy filed.

Motion by Boykin second by Clausen to approve and authorize the Chairman to sign a Resolution setting the public hearing and sale date for Parcel #246030, 1606 Nebraska St., Sioux City.  Carried 5-0.

WHEREAS Woodbury County, Iowa was the owner under a tax deed of a certain parcel of real estate described as:

The West 100ft of the North 50ft of the South 108ft of Lot 2, Block 11,     
Higman’s Addition to Sioux City, in the County of Woodbury and State
of Iowa
(1606 Nebraska Street)

NOW THEREFORE,
 
BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:

1.  That a public hearing on the aforesaid proposal shall be held on
      the  31st  Day of May, 2011 at 10:20 o’clock a.m. in the meeting
      room of the Board of Supervisors on the first floor of the Woodbury
      County Courthouse.

2.  That said Board proposes to sell the said parcel of real estate at a
      public auction to be held on the 31st  Day of May, 2011, immediate        
      following the closing of the public hearing.
     
3.   That said Board proposes to sell the said real estate to the highest
       bidder at or above a total minimum bid of $712.00 plus recording fees.

RESOLUTION ACCEPTING AND APPROVING
CRULL ADDITION, A MINOR SUBDIVISION
TO WOODBURY COUNTY, IOWA

RESOLUTION ACCEPTING AND APPROVING THE MINOR SUBDIVISION PLAT OF CRULL ADDITION, WOODBURY COUNTY, IOWA.

WHEREAS, THE OWNER AND PROPRIETOR DID ON THE 30th DAY OF March, 2011, FILE WITH THE WOODBURY COUNTY ZONING COMMISSION A CERTAIN MINOR SUBDIVISION PLAT DESIGNATED AS CRULL ADDITION, WOODBURY COUNTY, IOWA; AND

WHEREAS, IT APPEARS THAT SAID PLAT CONFORMS WITH ALL OF THE PROVISIONS OF THE CODE OF THE STATE OF IOWA AND ORDINANCES OF WOODBURY COUNTY, IOWA, WITH REFERENCE TO THE FILING OF SAME; AND

WHEREAS, THE ZONING COMMISSION OF WOODBURY COUNTY, IOWA HAS RECOMMENDED THE ACCEPTANCE AND APPROVAL OF SAID PLAT; AND

WHEREAS, THE COUNTY ENGINEER OF WOODBURY COUNTY, IOWA HAS RECOMMENDED THE ACCEPTANCE AND APPROVAL OF SAID PLAT.

NOW THEREFORE, BE, AND IT IS HEREBY RESOLVED BY THE WOODBURY COUNTY BOARD OF SUPERVISORS, WOODBURY COUNTY, STATE OF IOWA, THAT THE MINOR SUBDIVISION PLAT OF CRULL ADDITION, WOODBURY COUNTY, IOWA, BE, AND THE SAME IS HEREBY ACCEPTED AND APPROVED, AND THE CHAIRMAN AND SECRETARY OF THE WOODBURY COUNTY BOARD OF SUPERVISORS, WOODBURY COUNTY, STATE OF IOWA, ARE HEREBY DIRECTED TO FURNISH TO THE OWNER AND PROPRIETOR A CERTIFIED COPY OF THIS RESOLUTION AS REQUIRED BY LAW.

Motion by Boykin second by Smith to postpone action on Steffen Engineering to Perform Environmental Study on County Owned Property at 3420 Old Lakeport.  Carried 5-0.
      
Motion by Boykin second by Smith to approve and authorize the Chairman to sign an underground tile permit submitted by Adair Countryman, per recommendation of County Engineer Mark Nahra.  Carried 5-0.  Copy filed.

Motion by Clausen second by Tripp to approve plans for Project Number FM-CO97(96)—55-97, HMA Resurfacing of L21 from D54 to D38.  Carried  5-0.  Copy filed.
 
Motion by Boykin second by Clausen to approve plans for Project Number FM-CO97(115)—55-97, HMA Resurfacing of L12 in Section 35-86-44.  Carried 5-0.  Copy filed.

Motion by Boykin second by Tripp to approve plans for Project Number HDP-CO97(113)—6B-97, P.C.C. Overlay of K35 in Section 25-86-47.  Carried 5-0.  Copy filed.

Motion by Smith second by Boykin to approve plans for Project Number BROS-CO97(93)—8J-97, Bridge Replacement on Glen Ellen Road in Section 21-89-47.  Carried 5-0.  Copy filed.

Motion by Boykin second by Clausen to approve plans for Project Number BROS-CO97(102)—8J-97, Bridge Replacement on Knox Ave. in Section 30-89-43.  Carried 5-0.  Copy filed.

Motion by Boykin second by Smith to receive for signatures a letter in opposition to SF 522 Concerning Commercial Property Tax Reductions, in its present form.  Carried 5-0.

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.

Mark Nahra, County Engineer, opened bids for trucks and motor graders.
 
The Board adjourned the regular meeting until May 24, 2011.
